That's crap! Ottawa made second bid of 1.5 M against my third(found out to be illegal) of 1.4M(which I removed). He would never had to second bid so it should be removed! Technically Ottawa's 2nd bid was last one with 1.5M over two years as it was done within 24 hour window.
